SFVS Preparation Checklist
This checklist is for headteachers, school business managers (SBMs), chairs of governors, and clerks to governors who are preparing the Schools Financial Value Standard (SFVS) self-assessment. Use it to work through what evidence you need, section by section, before your governing board reviews and signs off the submission.
This is a preparation tool, not a substitute for the current DfE SFVS guidance, which sets out the definitive requirements and statements you must complete. Always check the latest version before finalising your submission.
SFVS applies to maintained schools in England only. Academies and academy trusts do not complete SFVS - they are subject to separate ESFA assurance arrangements instead.
SFVS timing
SFVS is typically completed and submitted once a year, with the exact deadline set by your local authority (LA) - confirm your specific date with them, as timings can vary. As a general rule, start preparation at least 6 weeks before your submission deadline. This gives enough time to gather evidence, draft the statements, circulate them to governors, and hold a proper review meeting before sign-off - rather than asking governors to approve a document they received the night before.
Financial management and internal controls
SFVS asks you to evidence that basic financial controls are documented, approved, and actually in use. Gather the following before you start drafting statements.
Checklist: financial management and internal controls
- Finance policy reviewed and governor-approved within the last 12 months (include version and approval date)
- Charging and remissions policy reviewed and governor-approved
- Reserves policy in place, reviewed and governor-approved
- Scheme of delegation (financial) up to date and signed off by governors
- Internal control procedures documented and accessible
- Petty cash and purchasing controls in place and evidenced
- Asset register maintained and up to date
Governance and accountability
This section is where most schools lose credibility with SFVS - not because the finances are wrong, but because the governance trail doesn't show genuine oversight. Minutes that simply "note" a report are weaker evidence than minutes that record discussion, questions, and challenge.
Checklist: governance and accountability
- Finance committee has written terms of reference - current and governor-approved
- Finance committee meetings held and minutes filed for the relevant period
- Full governing board has received finance committee reports at each meeting
- Budget monitoring report presented to governors at every meeting in the relevant period
- Governor minutes confirm financial information was discussed (not just "noted")
- Chair of governors can confirm they have reviewed the SFVS statements
- Governing board minutes record approval of the SFVS submission
For guidance on what "meaningful discussion" looks like in minutes, see what financial information governors should review and recording board decisions effectively.
Value for money
SFVS expects schools to show they actively test whether spending represents good value, not just that a budget balances.
Checklist: value for money
- Evidence of benchmarking against similar schools (DfE benchmarking tool or equivalent)
- Major procurement followed a documented procurement process
- Any significant contracts reviewed for value for money and documented
- Pupil premium spend tracked against published strategy and impact evidenced
Financial planning and sustainability
This section covers the annual planning cycle governors should already be following. If your board reviews budgets properly throughout the year, this section should be a formality - a check against records you already hold, not a new task.
Checklist: financial planning and sustainability
- Annual budget approved by governors at the start of the financial year, with minutes confirming approval
- Mid-year budget review completed and presented to governors
- Year-end outturn reviewed by governors
- Three-year financial plan or equivalent in place
- Reserves position reviewed by governors and within stated reserves policy
- Any significant in-year financial risks noted and actioned
Governor financial training
Assessors and auditors increasingly expect to see that governors involved in finance oversight have relevant training or experience - not just that a finance committee exists on paper.
Checklist: governor financial training
- All governors have received or have access to financial governance training
- Chair of finance committee has appropriate financial literacy - evidenced by training or professional background
- Training records for governor finance training are filed and accessible
- New governors receive a financial governance induction
Evidence organisation before submission
Once the checklists above are complete, the final task is making sure the evidence is actually retrievable - not scattered across email threads, personal drives, and paper files that only one person can find.
Checklist: evidence organisation before submission
- Evidence file assembled for each SFVS theme - can be produced if audited
- Policy documents include version numbers and governor approval dates
- Governor minutes that evidence financial scrutiny are indexed and retrievable
- Finance committee minutes are complete and filed for the relevant period
- Training records are complete and accessible
Governor review and sign-off
SFVS is a governor-owned document. The headteacher or SBM typically drafts it, but the governing board must review and approve it - not simply rubber-stamp a document circulated by email.
Checklist: governor review and sign-off
- Draft SFVS completed by headteacher/SBM and circulated to governors at least 7 days before the review meeting
- Governing board reviews the SFVS statements at a meeting - not just by email
- Governors can confirm each statement reflects actual practice
- Any statements the governors cannot confidently confirm are identified and discussed
- Chair of governors signs the SFVS submission
- Submission date and confirmation noted in the governor minutes
For help structuring the meeting where this review happens, see the board meeting preparation checklist for schools.
What to do if you identify gaps during preparation
It is common to find gaps while working through this checklist - a policy that lapsed its review date, a training record that was never filed, a committee meeting that didn't happen last term. Honest identification of a gap is better governance than asserting compliance that doesn't exist.
If you find a gap: document what it is, note it in governor minutes, and agree a specific remediation action with a deadline and an owner. A statement supported by "we identified this gap and have an action plan" is a far stronger governance position than a tick that isn't backed by real evidence.
Keeping SFVS evidence current year-round
The schools that find SFVS preparation straightforward are the ones that never stop maintaining the evidence. Rather than treating this checklist as an annual scramble, review it at least once per term - at the same point you review policies or prepare board packs. Treated this way, SFVS becomes a review of records you already hold, not a document you build from scratch under deadline pressure.
FAQ
When is SFVS due? There's no single national deadline - your LA sets the submission date and process, so confirm the exact deadline directly with them. Start preparation at least 6 weeks before that date.
Does SFVS apply to academies? No. SFVS applies to maintained schools in England only. Academies and academy trusts follow separate ESFA assurance requirements instead.
What if governors can't confidently confirm a statement? Note it as a gap, record it in the governor minutes, and agree a remediation action with a clear owner and timeframe. This is stronger governance practice than confirming a statement you can't fully evidence.
Does the evidence need to be submitted alongside the SFVS statements? Generally no - SFVS itself is a self-assessment submission, but the underlying evidence (minutes, policies, training records) needs to be retrievable if your school is audited or the LA asks to see it.
How often should we review this checklist? At least once per term. Reviewing governance evidence continuously - not just at SFVS time - is what turns SFVS preparation from a scramble into a straightforward review.
How Edvance helps
Most of the scramble around SFVS comes from evidence being created retrospectively - policies approved without a paper trail, budget reports discussed but not properly minuted, training completed but never logged. Edvance helps maintained schools maintain the governance records that underpin SFVS throughout the year: finance policy approvals, budget monitoring records, governor training logs, and board minutes, all kept as a board-ready audit trail. When SFVS time comes round, preparation becomes a review of evidence you already have, not a build exercise under deadline pressure.

Jurisdiction and guidance note: SFVS applies to maintained schools in England only and does not apply to academies or academy trusts. This article provides general governance guidance to support SFVS preparation. It does not constitute financial or legal advice. Schools should always refer to the current DfE SFVS guidance for definitive requirements before completing or submitting their self-assessment.
